Request to Amend Existing Parking Designation Downtown

Property owners in Downtown Davenport may request to amend the parking designation on the street adjacent to the property. Submit this form to request a change in parking designation. 

  • 30-Minute Parking. 30-Minute Parking zones may be installed on streets in front of businesses that generate high-turnover customer traffic.  
  • One-Hour Parking. One-Hour Parking zones may be installed on streets in front of businesses that generate moderately high-turnover customer traffic.  
  • Loading Zone Parking. Loading Zone Parking zones may be installed on streets in front of businesses that need street parking for loading and unloading of goods because there is no other space for the task nearby or behind the building. 

Special designation parking is not specific to and/or assigned to a specific business/property. The spaces are for all public to use within the signed guidelines.   

Special parking zone requests may only be made by a property owner for the on-street parking area in front of the property owned, and for which the designation is being requested.

Process for Amending Parking Designation

  • Applicant submits request.
  • Request is received.
  • Staff conducts a parking survey.
    • Timed parking.
      • If there is ample parking nearby, the request is typically denied.
      • If the business relies on the on-street parking in front of the property and is the type of business with customer transactions that last less than 30 minutes or 1 hr, then the request for 30 minute or 1 Hour parking may be approved.
    • Loading/unloading zone.
      • If the business has an alternative such as an alley for loading/unloading goods, the request is typically denied.
      • If the business relies on the on-street parking in front of the business for loading/unloading, and those parking spaces are often occupied, then the request may be approved.
    • All parking zone requests of 100 feet or longer must go to the City Council to modify the Schedule of Ordinances. The process of going through Council is that the ordinance must be considered three times, which may take up to two months before final approval of the parking zone is achieved.  Loading/unloading zones and parking zone requests of less than 100 feet do not require Council approval.
    • Once approved by Council through ordinance amendment, or by staff if less than 100 feet long, the City will install the applicable sign(s) in the designated area. A time range may be added to the signs, such as “7:00 AM to 5:00 PM weekdays” if it is mutually agreed upon between the property owner and City staff.
